Federal Fuel Charge

The Federal Fuel Charge, mandated under the Greenhouse Gas Pollution Pricing Act goes into effect July 1st, 2019. You will notice this additional federal fuel charge on your statements and invoices. The federal fuel charge will vary by the petroleum product you purchase.

Certain users of some industries may be exempt from federal fuel charges on specific fuels. Please refer to the questions and answers below to find additional information and links to exemption forms.

Will the federal fuel charge be itemized on statements and invoices?

Yes. It will appear as an itemized ‘Federal Fuel’ charge on your statements and invoices.

For cardlock accounts, it will appear as an itemized ‘Carbon’ charge on your statements and invoices.

What are the federal fuel charges? Do they vary by product?

Are certain customers exempt from the federal fuel charge?

Yes, certain categories of customers are exempt from paying the federal fuel charge.

Exempted categories:

  • Farmer for gasoline, light fuel oil
  • Fisher for gasoline, light fuel oil
  • Registered Distributor
  • Registered Air carrier
  • Registered Rail carrier
  • Registered Road carrier
  • Remote power plant operator that generates electricity for remote communities for light fuel oil
  • Partial exemption at 80% for Propane supplied to Greenhouse operator
Can an exempted customer use their exemption certificate for cardlocks?

Yes, as of the federal budget released on March 19th, farmers are eligible to use the exemption form L402 for qualifying purchases at a cardlock.

Does the customer need to provide their local branch with an exemption certificate?

Yes. We must have a copy of the exemption certificate on your account.

Do exemption certificates expire?

No. Exemption certificates do not expire.

If I provide you with my exemption certificate later, can I get a credit for any federal fuel charges paid after July 1st, 2019?

No. Unfortunately, we require your exemption certificate at time of sale. We will not be able to issue a credit for any federal fuel charges prior to receiving your exemption certificate.

How are the fuel charges determined?

The rates reflect a carbon pollution price of $20 per tonne of carbon dioxide equivalent (CO2e) in 2019, rising by $10 per tonne annually to $50 per tonne in 2022. The rates are based on global warming potential factors and emission factors used by Environment and Climate Change Canada.
